The San Fernando Valley carries the volume. Reseda alone filed 462 garage-to-ADU permits, more than four times Brentwood and Van Nuys combined. It also carries the lowest declared cost in the city, roughly half of what University Park declares.
That is a housing-stock story, not a quality story. The Valley is full of postwar tract homes with detached two-car garages on flat lots, which is close to the ideal conversion candidate. Central and westside conversions are more often attached, on smaller or sloped lots, inside older structures that need more work before anything else can start.
