Encinitas Remodeling Guide

City planning guide · Local planning for Encinitas. Confirm the jurisdiction serving your address.

Contractor availability depends on your address, project and timing.

Encinitas grew up in the 1970s and 1980s: more than half its homes date from those two decades, and the median owner-occupied home is now valued at $1,646,800. Most of the city lies inside the state coastal zone, so additions, second stories and ADUs often need a coastal permit on top of the building permit. The city's own permit list shows what those projects are declared at.

What changes a remodel in Encinitas.

57 percent of Encinitas homes were built in the 1970s and 1980s

Census counts for 2020 to 2024 show 26,230 housing units in Encinitas, with 8,160 built in the 1970s and 6,688 in the 1980s. The median year built is 1980. Those houses are now 37 to 56 years old, the stretch when original windows, electrical panels and supply lines tend to surface during a remodel. Encinitas residential permits in 2025 bear that out: 63 of them mentioned window work and 143 were general alterations and repairs.

Most of Encinitas lies inside the California coastal zone

The city says the majority of Encinitas falls within the coastal zone, which is why its coastal land use plan is written into the General Plan. The Coastal Commission certified the city's Local Coastal Program on May 11, 1995, and the city has issued its own coastal development permits since May 15 of that year, with some decisions appealable to the Commission. For an ADU, a coastal permit is needed unless the unit fits entirely inside the existing house without adding habitable area or converting non-habitable space.

Inland bluffs and 25 percent slopes limit building in parts of Encinitas

Parts of the city sit in a Special Study Overlay Zone. On those lots, a site-specific slope analysis may be required to tell whether the property falls in the Hillside/Inland Bluff Overlay Zone, where the municipal code limits building into natural slopes of 25 percent or steeper. Separately, the city asks for a geotechnical report for any addition or new construction of 500 square feet or more, which puts a soils engineer on the budget before the design is final.

Median value declared on a kitchen permitEncinitas residential alterations issued in 2025 that describe kitchen work, n=34; declared at application, which is not what the owner ended up paying

Encinitas keeps a running spreadsheet of issued building permits, and each row carries the job value the applicant declared. For 2025, the 34 residential alterations describing kitchen work show a $50,000 median, while all 143 residential alterations came in at $20,000. Reroofs had a median of $18,392 across 171 permits. The 79 ADU permits were declared at a median $150,000, matching the median for the 93 room additions, and 56 new pools came in at $60,000. Each is the number written on the permit, not a final invoice.

Framing labor is where the metro premium is easiest to see. Carpenters across the San Diego-Chula Vista-Carlsbad metro made a median $35.19 an hour in May 2025, against $29.12 nationally. Encinitas takes some cost back out on backyard units: ADU plan review and inspection fees are waived and preapproved plans are free to download, and 79 ADUs were permitted in 2025 alone.

Who issues permits in Encinitas.

Inside city limits, the City of Encinitas Building Division issues building permits, and the division itself is staffed by the third-party firm InterWest. The city is paperless: every application goes through the Customer Self Service portal, and a new account has to be approved, within 24 business hours, before you can apply. Water service comes from either the San Dieguito Water District or the Olivenhain Municipal Water District, depending on the address, and for an ADU the water, sewer and school agencies each sign off before the permit is issued.

  • A building permit is required to alter, repair or replace plumbing, electrical work or walls. Work exempt from a building permit can still need a planning, engineering or fire permit, so check with each department.
  • Trade permit reviews take 7 to 10 days and larger projects 30 days, and a plan check expires one year after the application date.
  • Plan review and inspection fees for ADUs are waived, apart from required state fees, postage for coastal permit notices and county fees to record the required covenant.
  • The Permit-Ready ADU program offers free preapproved plans from a studio to three bedrooms by two local architects, and since January 1, 2025 private designers can get their own ADU master plans preapproved.
  • A geotechnical report is required for any addition or new construction of 500 square feet or more.
  • If grading is needed, a separate grading permit is required, and rough grade approval must come before the building permit is issued.
  • Permit fees for energy systems such as solar and electric vehicle chargers are waived or reduced, and solar with battery storage can be permitted through SolarAPP+.

How much does a kitchen remodel cost in Encinitas?

In 2025, 34 Encinitas residential alterations described kitchen work, and their median declared value was $50,000. The median for all 143 residential alterations was $20,000, and room additions came in at $150,000. Declared values are what applicants write on the permit, not final prices, and some kitchen permits cover other rooms as well.

Do I need a coastal development permit in Encinitas?

Often, yes. Most of Encinitas lies inside the coastal zone, and the city has issued its own coastal development permits since 1995. For ADUs, a coastal permit is required unless the unit sits entirely inside the existing house without adding habitable area or converting non-habitable space. Additions and new structures in the zone should expect coastal review as well.

How much are ADU permit fees in Encinitas?

Encinitas waives plan review and inspection fees for ADUs. Owners still pay required state fees, postage when a coastal permit notice goes out, county fees to record the covenant, and water, sewer and school fees set by those agencies. Free preapproved Permit-Ready ADU plans can also cut design costs, and 79 ADU permits were issued in 2025.

How do I apply for a building permit in Encinitas?

Encinitas is paperless. Register for the Customer Self Service portal, which the city approves within 24 business hours, then submit plans there under the permit type that matches your largest scope of work. Trade permits are reviewed in 7 to 10 days and larger projects in 30, and the plan check stays valid for one year.

Do I need a geotechnical report for an addition in Encinitas?

Yes, if the addition or new construction is 500 square feet or larger. On lots in the Special Study Overlay Zone, the city may also require a slope analysis to see whether the Hillside/Inland Bluff Overlay applies, which limits building into natural slopes of 25 percent or more. Both steps come before plan check, so budget for them early.
