What changes a remodel in Irvine.
One in three Irvine homes was built in 2010 or later
Irvine has 120,206 housing units in the Census Bureau's 2020 to 2024 survey, and 39,752 of those were finished in 2010 or later. The median year built is 2002. A young house changes the job: the wiring, plumbing and insulation were built to recent codes, so a remodel here is mostly about layout and finishes rather than repairs hidden in the walls. The catch is that tract homes in a village share floor plans and facades, so a change to the exterior is the part that draws attention.
Irvine's 2025 fire hazard map reaches Turtle Rock and Quail Hill
The city adopted the state's new Fire Hazard Severity Zone map by ordinance in June 2025, replacing the 2012 map, and it took effect on July 23, 2025. The city says the zones now take in Orchard Hills, Woodbury, Portola Springs, Quail Hill, Turtle Rock, Laguna Altura, Los Olivos and Irvine Spectrum. New construction and major renovations whose permit applications came in after that date must meet the building and fire code rules for those zones, which set stricter standards for roofs, vents and exterior materials.
The city tells owners to check their HOA's CC&Rs first
When a home belongs to a homeowners association, recorded covenants known as CC&Rs control what the owner can change outside and sometimes inside. Irvine's own permit exemption page carries a note asking owners to consult their HOA to see whether a project is allowed. Its ADU application package says the association may have its own approval process and asks owners to review it before drawing plans. A city permit does not override the HOA, so get both approvals before any work starts.
What a remodel costs in Irvine in 2026.
$1,191,500
Irvine does not publish the value declared on its building permits, so the local cost picture starts with the houses. Irvine's median owner-occupied home is worth $1,191,500 in Census Bureau data, and only 44.5 percent of occupied homes here are owner-occupied, so a large share of the city's houses and condos are rentals. The city is also still building. State housing reports show Irvine issued permits for 360 new detached houses in 2025, while only 8 ADU permits went out, a small number for a city this size.
For project prices, the Census Bureau's 2023 American Housing Survey gives a regional view. Owners across the Los Angeles-Long Beach-Anaheim metro reported a median of $17,140 for a kitchen remodel, a figure that includes modest updates alongside full gut jobs. Wages set part of the bill: in May 2025 the median electrician in the metro earned $35.49 an hour, against $30.38 across the country, and a contractor's rate sits on top of that.

Who issues permits in Irvine.
Irvine's Community Development Department, through its Building and Safety division, issues residential permits across the city. Simple jobs go through PermitsDIRECT!, an online system run with Symbium that can issue certain permits the same day. Plan submittals, including ADUs, go through the IrvineReady! portal, and inspections are booked on the Irvine Permits site.
- City of Irvine Community Development, Building and Safety
Residential building, electrical, plumbing and mechanical permits, plan check, ADUs and inspections inside Irvine city limits
- PermitsDIRECT! issues same-day permits online for a residential reroof, a water heater, rooftop solar or battery storage, an electrical panel upgrade and an HVAC changeout. These jobs still need a permit; they just skip plan check.
- Sheds and playhouses up to 120 square feet need no building permit, but patio covers need one at any size. Fences up to 7 feet and platforms or walks up to 30 inches above grade are also exempt.
- Replacement windows and doors of the same size that do not touch the structural frame need no building permit in Irvine. Painting and wallpaper are exempt too.
- Swapping a toilet, sink, disposal or dishwasher is exempt only when no valves, pipes or fixtures are replaced or moved. The city notes that separate plumbing, electrical and mechanical permits still apply to exempt building work.
- Irvine's ADU checklist allows a detached ADU up to 1,200 square feet and an attached one up to 1,200 square feet or half the main house, whichever is less. A junior ADU inside the house can reach 500 square feet.
- ADUs need 4 foot setbacks from side and rear lines and 6 feet between buildings. One parking space is required for a unit with one or more bedrooms.
- School fees from the Irvine Unified School District are waived for an ADU of 749 square feet or less, and the city charges a Transportation Corridor Agency fee on each new unit.
What Irvine homeowners plan most.
Kitchen remodel
In a house from the 2000s the cabinets and wiring usually work, so Irvine kitchens are more often reworked for layout and finish. Our kitchen guide was written for Orange County; in Irvine the permit comes from Building and Safety.
Roofing
A residential reroof can get a same-day permit through PermitsDIRECT!. In the 2025 fire hazard zones, new roofing must meet the stricter wildfire code.
HVAC replacement
An HVAC changeout is one of the permits Irvine issues the same day online, which keeps a summer replacement from waiting on plan check.
Bathroom remodel
Moving a toilet or sink needs a plumbing permit even when the fixture swap alone would be exempt. Our bathroom guide was written for Orange County; permits here still go through Irvine.
Window replacement
Irvine does not require a building permit for same-size replacement windows, but many HOAs set rules on frame color and style, so check the CC&Rs first.
ADU or garage conversion
Irvine issued only 8 ADU permits in 2025. The city allows detached units up to 1,200 square feet, and HOA covenants can add their own limits.
Before you start.
How much does a kitchen remodel cost in Irvine?
Irvine does not publish permit values, so the closest benchmark is regional. In the Census Bureau's 2023 housing survey, owners across the Los Angeles-Long Beach-Anaheim metro reported a median of $17,140 for a kitchen remodel, a number that mixes small updates with full remodels. Labor is one driver of the price: the median electrician in the metro earned $35.49 an hour in May 2025.
Which remodeling jobs need a permit in Irvine?
For most remodels, yes. Building and Safety issues the permits, and simple jobs such as a reroof, water heater, solar, panel upgrade or HVAC changeout can be issued the same day online through PermitsDIRECT!. Painting, same-size replacement windows, sheds up to 120 square feet and fences up to 7 feet need no building permit.
Do I need HOA approval to remodel in Irvine?
If your home is in an association, usually yes. The city's permit page asks owners to consult their homeowners association to see whether a project is allowed under the CC&Rs, and the ADU package warns that the HOA may run its own approval process. A city permit does not replace that approval, so start with the association.

New construction and major renovations there must meet wildfire building rules.

Setbacks are 4 feet from side and rear lines, and one parking space is required for a unit with a bedroom.
