Sherman Oaks Remodeling

Neighborhood planning guide · Sherman Oaks neighborhood planning. Confirm requirements with the city serving the property.

Contractor availability depends on your address, project and timing.

Sherman Oaks has two kinds of ground, and both change a remodel. Most of the house permits issued here in 2025 landed on soil the state maps for liquefaction, and more than a third went to lots in the city's Hillside Area, where slope sets how large and how tall a house can grow. Every one of those permits came from the same office, because Sherman Oaks belongs to the City of Los Angeles.

What changes a remodel in Sherman Oaks.

35.8 percent of Sherman Oaks homes were built before 1960

Sherman Oaks is a Los Angeles neighborhood, not a city, so the Census Bureau publishes no figure for it on its own. The two ZIP code areas that cover it, 91403 and 91423, hold 29,827 housing units in the 2020 to 2024 survey, and 10,688 of them predate 1960. The 1950s alone added 5,805. The median year built is 1971 in 91403 and 1966 in 91423. A house from those decades usually still has some original drain lines, an undersized electrical panel and walls with little insulation, and paint applied before 1978 may contain lead. Expect the plumber and electrician to be part of any kitchen or bath job.

71.6 percent of 2025 house permits here sat in a liquefaction zone

We placed the 1,335 permits that the Los Angeles Department of Building and Safety issued in 2025 for one and two family properties in 91403 and 91423 on the California Geological Survey's liquefaction map. 956 of them fall inside a mapped zone, where loose, water-saturated sand can lose its strength in a strong earthquake. State law calls for a site-specific soils investigation before most development in these zones. It exempts wood frame single-family houses of up to two stories, but a city may ask for more, and a seller has to disclose the zone to a buyer. Ask your engineer about it before planning a second story.

475 of those permits fell inside the city's Hillside Area

That is 35.6 percent of 2025 house permits in the two ZIP codes. On a lot inside the Hillside Area, the Baseline Hillside Ordinance ties house size to slope. An R1 lot may build 0.45 square feet of floor area per square foot of land on ground under 15 percent slope, dropping to 0.30 on slopes of 60 percent or more; an RE15 lot runs from 0.35 down to 0.15. Grading is capped at 1,000 cubic yards plus 10 percent of the lot area, with a by-right ceiling of 1,000 cubic yards in R1 and 3,200 in RE15. In height district 1, an R1 house can reach 28 feet with a low-sloped roof and 33 feet with a roof pitched at 25 percent or more.

Median value declared on a kitchen permitLADBS single-family alteration permits issued in 2025 in ZIPs 91403 and 91423 whose description mentions a kitchen, n=53; a figure the applicant declares, not the amount paid

LADBS publishes every permit it issues, which gives a local read on what Sherman Oaks owners declare. In 2025 the department issued 574 alteration permits for single-family houses in 91403 and 91423 that carried a value, at a median of $5,100, since many were reroofs and window swaps. Kitchen permits, 53 of them, came in at a $25,000 median. Room additions ran to $121,500 across 136, and the 35 new ADUs to $82,500. Those numbers are what applicants wrote on the permit, not what they paid, and they sit beside median owner-occupied home values of $1,520,000 in 91403 and $1,430,800 in 91423.

Survey data for the wider region runs lower because it counts small updates and owners doing the work themselves. Owners across the Los Angeles region told the 2023 American Housing Survey that a kitchen remodel ran $17,140 at the median. Labor explains much of what separates Los Angeles from national prices: Los Angeles-area carpenters made $36.41 an hour at the median in May 2025, and the U.S. figure was $29.12.

Who issues permits in Sherman Oaks.

There is no Sherman Oaks building department. The Los Angeles Department of Building and Safety, LADBS, issues building, electrical, plumbing, mechanical and grading permits for every address here, and Los Angeles City Planning writes the zoning, including the hillside rules and the Ventura Boulevard specific plan. Before you hire a designer, look your lot up in ZIMAS, the city's online zoning tool, to see which of those overlays apply.

  • LADBS Express Permits, also called e-permits, handle small jobs online or by appointment: swapping windows and doors for the same size and type, reroofing with Class A or B roofing, kitchen and bathroom remodels, new plumbing fixtures and rewired outlets. A homeowner can pull building, mechanical, electrical and plumbing e-permits for a single-family house.
  • Plans go through plan check before a permit is issued for any addition, structural alteration, change to the floor plan, change of use, fence or retaining wall.
  • On a hillside lot, the cut and fill for one property is capped at 1,000 cubic yards plus 10 percent of the lot size, and a by-right maximum applies by zone: 1,000 cubic yards in R1, 2,800 in RE11 and 3,200 in RE15.
  • If a hillside lot fronts a substandard hillside street, the city will not issue a building or grading permit for a new house or an addition until half the street width along the frontage is dedicated, and a roadway narrower than 20 feet needs a separate approval first.
  • In Los Angeles an ADU needs no parking if it is within a half mile walk of public transit, a garage removed to make room for one does not have to be replaced, and a newly built detached ADU must carry solar panels. LADBS keeps a Standard Plan Program of pre-approved ADU designs that shortens plan check.
  • Lots along the Ventura Boulevard corridor fall under the Ventura-Cahuenga Boulevard Corridor Specific Plan, and an updated version took effect on March 14, 2026. ZIMAS shows whether a parcel is inside it.
  • LADBS charges a 2.7 percent service fee on permit payments made by credit card.

What does a Sherman Oaks kitchen remodel cost?

Across 53 LADBS kitchen permits pulled in 2025 for Sherman Oaks houses in ZIP codes 91403 and 91423, the median declared value was $25,000. That is the figure written on the application, not the final bill. Across the Los Angeles metro, the Census Bureau's 2023 housing survey put the median kitchen remodel at $17,140, a number that includes smaller updates and owner labor.

Do I need a permit to remodel a bathroom in Sherman Oaks?

Yes. Sherman Oaks is part of Los Angeles, so the permit comes from LADBS. A bathroom remodel, new plumbing fixtures and rewired outlets qualify for an Express Permit that you can get online, and a homeowner can pull it for a single-family house. Moving walls or changing the floor plan sends the job to plan check instead.

Is Sherman Oaks in a liquefaction zone?

Much of it is. Of the 1,335 house permits LADBS issued in 91403 and 91423 during 2025, 956 were on parcels inside a California Geological Survey liquefaction zone. State law requires a soils investigation before most development there, with an exemption for wood frame single-family houses of two stories or less, and sellers must disclose the zone.

What is the Baseline Hillside Ordinance in Sherman Oaks?

It is the Los Angeles rule that limits house size, height and grading in the city's Hillside Area, which held 475 of the 1,335 Sherman Oaks house permits issued in 2025. Floor area shrinks as slope rises, from 0.45 of the lot on flatter R1 ground to 0.30 on the steepest, and grading is capped at 1,000 cubic yards plus 10 percent of the lot.

Can I build an ADU in Sherman Oaks?

Yes. Los Angeles allows ADUs on residential lots, and LADBS issued 35 new ADU permits in Sherman Oaks ZIP codes in 2025, at a median declared value of $82,500. No parking is needed within a half mile walk of transit, a demolished garage need not be replaced, and a new detached unit must have solar panels.
