Remodeling in Laguna Beach

City planning guide · Local planning for Laguna Beach. Confirm the jurisdiction serving your address.

Contractor availability depends on your address, project and timing.

In Laguna Beach, a remodel often needs a design approval before it ever reaches a building inspector. Additions, new upper stories and big facade changes go to a Design Review Board that weighs bulk, views and how a house sits on the hillside. Behind that sits a fire rule set: the fire department places 85 percent of the city in its highest wildfire hazard zone.

What changes a remodel in Laguna Beach.

42 percent of Laguna Beach homes were built before 1960

Census Bureau figures for 2020 to 2024 count 13,598 housing units in Laguna Beach, and 5,742 of them went up before 1960, including 2,139 from 1939 or earlier, and half of all units predate 1964. A house that age was framed and wired long before current seismic, energy and wildfire codes. Expect a remodel to open up more than the room on the plans, and budget for bringing older wiring, plumbing and insulation up to code once the walls are open.

85 percent of Laguna Beach lies in a Very High fire hazard zone

The Laguna Beach Fire Department says 85 percent of the city is in the Very High Fire Hazard Severity Zone, and the council adopted updated state fire hazard maps on June 24, 2025. The department's home hardening guidance calls for Class A roofs, vents screened with openings between 1/16 and 1/8 inch, and skylight mesh no larger than 1/8 inch. New construction and major remodels inside the fuel modification zone must also meet the department's landscape and fuel modification standards, which control what can grow near the house.

Additions over half the original floor area go to design review

Laguna Beach reviews the look and bulk of most exterior work under its design review code. The city's exemption list lets an addition skip review only if it adds less than 50 percent of the original floor area, adds no new upper story and stays 15 feet or less above grade. A street-facing facade change must stay under 50 percent, decks must sit no more than 3 feet above grade and sheds must stay at 120 square feet and under 12 feet tall. Anything larger goes to staff or to the Design Review Board, which meets on the second and fourth Thursday of each month.

Median home valueOwner-occupied homes in Laguna Beach, Census ACS 2020-2024; $2 million or more is the table's highest category

Laguna Beach posts its issued permits as monthly reports rather than as open data, so no median permit value is available to quote. The housing tells part of the story. Owner-occupied homes in Laguna Beach sit in the Census Bureau's highest value bracket, a median of $2 million or more, and 1,842 homes, 13.5 percent of the housing, are held for seasonal or occasional use.

ADUs have added a steady stream of permits. Laguna Beach reported 147 ADU building permits to the state for 2024 and 66 for 2025. For a sense of labor, the median roofer in the Los Angeles-Long Beach-Anaheim metro made $30.56 an hour in May 2025, against $26.65 for the country, and on a fire zone roof the Class A materials add to the bill. Across the metro, window and door projects in the 2023 American Housing Survey had a median of $5,000.

Who issues permits in Laguna Beach.

Building permits in Laguna Beach come from the Building Division of the Community Development Department, and both building permits and zoning plan checks are filed through the city's Public Permit Portal. The city holds its own coastal permit authority under a Local Coastal Program the Coastal Commission certified on January 13, 1993, except in Blue Lagoon, Lower Irvine Cove and Three Arch Bay.

  • The city's short list of work that needs no permit is interior painting, wallpaper, flooring, window coverings and portable plug-in appliances. Almost everything else needs one.
  • Reroofs, fences, air conditioning units and window replacements can get over-the-counter planning review, but new or larger window openings need the neighbor's consent. The city generally does not allow white, light tan or light grey roofs.
  • Design review is waived for a repaint, a Class A reroof with no change in pitch, retaining walls up to 5 feet and grading of 20 cubic yards or less. Coastal permit rules still apply to exempt work.
  • Decks higher than 3 feet and spas up to 600 gallons go to administrative design review by staff rather than the full board.
  • Design Review Board decisions can be appealed within 14 days, and an approval stays valid for two years.
  • Applications filed on or after January 1, 2026 are reviewed under the 2025 California codes. Construction is allowed from 7:30 a.m. to 6:00 p.m. on weekdays only.
  • The city's view preservation ordinance covers vegetation, not buildings, and measures a view as it stood on November 4, 2003. Views affected by a new structure are weighed by the Design Review Board.

What Laguna Beach homeowners plan most.

ADU or garage conversion

Laguna Beach issued 147 ADU permits in 2024 and 66 in 2025. On a hillside or bluff lot, coastal and fire rules shape where the unit can go.

Kitchen remodel

An interior kitchen remodel usually skips design review, but in a pre-1960 cottage the wiring and plumbing behind the cabinets may need to come up to code as well.

Roofing

A Class A reroof with no change in pitch is exempt from design review, and the city steers owners away from white, light tan and light grey roofing.

Window replacement

Replacing windows in the same openings gets over-the-counter review. Adding or enlarging an opening needs the neighbor's consent.

Landscaping and outdoor living

In the fuel modification zone, plants near the house must meet the fire department's standards, and decks over 3 feet high go to design review.

Before you start.

How much does it cost to remodel a house in Laguna Beach?

Laguna Beach does not publish permit values as data, so the nearest figures are regional and local housing numbers. Metro owners in the Census Bureau's 2023 survey reported a median of $5,000 for window and door work, and roofers in the metro earned a median $30.56 an hour in 2025. Homes here have a median value above $2 million.

Does my Laguna Beach remodel need design review?

It depends on size. An addition skips design review only if it adds less than half the original floor area, adds no upper story and stays 15 feet or less above grade. A repaint, a Class A reroof with the same pitch, decks up to 3 feet high and sheds up to 120 square feet are also exempt. Larger work goes to staff or the Design Review Board.

Is Laguna Beach in a high fire hazard zone?

Most of it is. The fire department says 85 percent of the city lies in the Very High Fire Hazard Severity Zone, and updated state maps were adopted on June 24, 2025. Remodels there call for Class A roofs and finely screened vents, and major work in the fuel modification zone must meet the city's landscape standards.

What work needs no permit in Laguna Beach?

Very little. The city lists interior painting, wallpaper, flooring, window coverings and portable plug-in appliances as work that needs no permit. Reroofs, fences, air conditioning units and window replacements need permits but can get over-the-counter planning review. New or larger window openings need the neighbor's consent, and construction is allowed only on weekdays.

Who issues coastal development permits in Laguna Beach?

The city does. Its Local Coastal Program was certified by the Coastal Commission on January 13, 1993, and it hands permit authority to Laguna Beach everywhere except Blue Lagoon, Lower Irvine Cove and Three Arch Bay, where the Commission keeps it. In appeal areas, a city approval can still be appealed to the Commission within 10 business days.
